Regulatory Professional Advisory Services and Search Consultants, LLC (Regulator Search) is a firm that specializes in grants administration, advisory services, consulting, cannabis regulations and executive search for municipalities and state level government agencies. Regulator Search was founded in 2023 by two municipal regulators to serve as a high-impact regulatory solutions provider for local and state regulatory agencies nationwide. We are subject matter expert consultants. The consultants are managed by a Board of Advisors. The Chair of the Board of Advisors is Garland Doyle, M.P.A., a national municipal regulations leader.
Our local government advisory consulting services include grants management, cannabis administration and support services. Our social equity consulting services include the development of programs and the design of application review processes at both the state and local government levels. We offer regulator executive recruitment services to both municipalities and state level regulatory agencies that are looking to fill positions. We support the professional development of state and municipal cannabis regulatory officials. Regulator Search is a minority-owned, woman-owned and veteran-owned professional regulators firm.
Doyle has nearly 30 years of municipal government regulations experience. As a local government regulations leader, Doyle is a sought-after speaker on grants administration municipal cannabis regulations, executive search, social equity, and community benefits. He serves as the Board President of the National Council on Municipal Cannabis (NCMC) and the City Clerk for Pontiac, Michigan. As City Clerk, he is responsible for overseeing medical and adult-use cannabis regulations in Pontiac. Doyle has been leading cannabis regulations in the city since its inception in 2018.
NCMC is a national nonprofit organization that focuses on local government cannabis policy, regulations, leadership, research, and partnerships. NCMC Cannabis Center for Municipalities serves as a resource center to municipalities and local government cannabis regulators across the United States. NCMC sponsors the Municipal Cannabis Regulators Network (MCRN). MCRN is a professional network of municipal cannabis administrators who oversee medical and/or recreational marijuana regulations in boroughs, cities, townships, and villages across the country. MCRN was co-founded by Doyle in 2022 to support municipal regulators in Michigan. MCRN membership has grown to support municipal regulators from California, Maine, and New Jersey.
Doyle has given testimony before the National Academies of Sciences, Engineering, and Medicine Committee on the Public Health Consequences of Changes in the Cannabis Policy Landscape.
He holds a Master of Public Administration with a concentration in Nonprofit Administration and a Graduate Certificate in Local Government Management from Eastern Michigan University. His Bachelor of Arts degree is from Wayne State University. Doyle is a certified nonprofit professional (CNP).
